When seeing Sir Lawrence Guillemard

off the other day, I met General Malcolm and he said he wanted to speak to me about the serious situation that existed in Hong Kong. I naturally thought he meant the political and economic situation caused by the trouble in South China, but he said this was not so and that what he wanted to tell me was that socially we were losing ground #1 in Hong Kong.

I asked him what he meant by this, and all

I could get out of him was that the British were becoming very unpopular with the Chinese in Hong Kong and that the latter were going in considerably for anti-British propaganda, a proceeding which we ought to try and check. He promised to send me some literature on the subject, and the attached letter and enclosures are what I have received from

him,

I am inclined to think, as he suggests

in his own letter, that he is a little bit of a

crank on the subject! Can you make any suggestions as to how I should reply?
